Windows 2k3 and ISA NICs

Trying to get a 3Com Etherlink III ISA card (3c509b) to work in Windows 2003... Apparently no drivers, and from what I can see, 2k3 won't use any other OS's drivers.. Why doesn't Microsoft include support for device previously supported in other versions of the Windows OS?
